Appointment to the Technical Customer Advisory Committee

The Technical Customer Advisory Committee (TCAC) was established in 2006 to assist in and facilitate public review and discussion of the Albuquerque Bernalillo County Water Utility Authority policies, plans and programs. The TCAC was established as a professional/ technical group of volunteers to represent the five core functional areas of operating a water and wastewater utility. This group is intended to provide outside expertise in best practices and private sector applications for continuous business improvement.
The Chair announced that there was a vacancy on the committee and that an online application was posted for customers who may be interested in serving on this technical committee. Board members were informed that if they know of anyone interested that they should apply on the Water Authority’s website. In addition, a notice was placed on the Water Authority website’s front page.
Qualified nominations were compiled and forwarded to the Chair, who through this communication is forwarding the nomination to the Board for confirmation. Donald T. Lopez is recommended for confirmation. Below is a summary of the nominee.
Donald T. Lopez
Mr. Donald T. Lopez serves as the Village of Los Ranchos Mayor and Trustee. He is a retired United States Armed Forces Colonel. Mr. Lopez offers more than 49 years of Professional Engineer (P.E) experience with AECOM/URS, the United States Air Force, United States Army Corps of Engineers, and New Mexico State Engineer Office/Interstate Stream Commission in Civil Engineering and Construction Management. Currently, with AECOM, he is serving as the lead design Geotechnical Engineer on the Ft. Wingate HWMU project, a 90-million-dollar Hazardous Waste Removal project for the United States Army Corps of Engineers, Ft. Worth and Tulsa Districts. During 2009 and 2010, he served as the Construction Quality Assurance Engineer for the Sandia National Laboratory Mixed Waste Landfill cover construction project, a two-million-dollar high profile construction project under United States Department of Energy. While at the New Mexico Office of the State Engineer, he served as Assistant State Engineer from 1993 to 2000 and Acting State Engineer in 1995. As Chief of the Technical Division 1990 through 2000, he continued to manage the New Mexico Dam Safety Program as a Division Director. He worked during that time with every BIA Safety of Dams Officer(s) in the Southwest Region of BIA on BIA Jurisdictional Dams in NM. His most recent United States Air Force service included tours as a Base Civil Engineer (senior individual mobilization augmentee) at the Air Force Civil Engineering Support Agency at Tyndall Air Force Base, Tinker Air Force Base, Holloman Air Force Base and Kirtland Air Force Base with the Air Force Inspection and Safety Agencies. He retired as a full Colonel in the USAF (Reserve) after 32 years of service.
