Authorizing the Albuquerque Bernalillo County Water Utility Authority to Accept Grant Award/Agreement R24AP00177 with the Bureau of Reclamation for the Southside Wastewater Reclamation Plant Outfall Restoration Project

WHEREAS, the Albuquerque Bernalillo County Water Utility Authority (Water Authority) will enter into an agreement in the amount of $3,014,481 with the Bureau of Reclamation for the Southside Wastewater Reclamation Plant (SWRP) Outfall Restoration Project; and
WHEREAS, the project will benefit the Water Authority as well as the Albuquerque area by creating new and enhancing existing riparian and aquatic habitats along the Rio Grande, above and below the SWRP Outfall Restoration Project through removal of invasive plant species, floodplain reconnection and the establishment of native riparian species; and
WHEREAS, the project enhances habitat for native species including the endangered Rio Grande Silvery Minnow, New Mexico Meadow Jumping Mouse and Yellow-Billed Cuckoo; and
WHEREAS, the project provides increased community access to the Bosque in the South Valley through the development of new trails as well as access for maintenance of the Bosque; and
WHEREAS, the project aligns with policies within Water 2120 and the Water Authority’s 100-year water resources management strategy; and
WHEREAS, the Water Authority desires utilizing WaterSMART grant funding to construct the SWRP Outfall Restoration Project.
BE IT RESOLVED BY THE WATER AUTHORITY:
Section 1. That the adjustments for the WaterSMART SWRP Outfall Restoration Project as stated below are hereby made.
Special Project w/Dedicated Rev Strm (Expense) $3,014,481
Fed Grants (Revenue) $3,014,481
Section 2. That the Executive Director is authorized to negotiate and enter into subsequent agreements, amendments and approve reimbursement requests with the Bureau of Reclamation regarding WaterSMART SWRP Outfall Restoration Project funding and to take any other action necessary to carry out the directives of this resolution.
