Reappointment to the Technical Customer Advisory Committee

The Technical Customer Advisory Committee (TCAC) was established in 2006 to assist in and facilitate public review and discussion of Water Authority policies, plans and programs.  The TCAC was established to provide a professional/ technical group of volunteer individuals who represent the five core functional areas of operating a water and wastewater utility.  This group is intended to provide outside expertise in best practices and private sector applications for continuous business improvement.

 

Deborah Dixon and Paul van Gulick have completed their first term and are eligible to be reappointed to a second two-year term.  Staff recommends that Ms. Dixon and Mr. van Gulick continue to serve on the TCAC.  Below is a summary of the nominees’ backgrounds.

 

Deborah Dixon

Ms. Dixon is a registered professional engineer with 40 years of experience in consulting engineering. Her expertise includes managing a variety of clients and solutions for water system and drainage and flood control projects, along with implementing corporate policies and processes for effective project management and quality control. She served as Director of the NM Interstate Stream Commission from 2015 to 2017, managing basin compliance of the eight interstate stream compacts, for which New Mexico is a party. Deborah earned a BS and MS degree in civil engineering from Texas Tech University. She currently is president of DKD Engineering Inc. She is particularly proud of her work while with Bohannan Huston, Inc. in managing the engineering team who planned, designed and oversaw construction from 2004 to 2008 for eight miles of pipeline through the north valley and crossing the Rio Grande for the San Juan Chama Drinking Water Project.

 

Paul van Gulick

Mr. van Gulick is a water professional with experience in hydrology & hydraulics, and in regional municipal water system design with an especial interest in life cycle cost.  He started out as a mechanical and aerospace engineer working in his native Washington DC.  Since moving to New Mexico in 1993 he has worked in civil engineering and surveying - first for other firms in Albuquerque and then in Roswell, but later with his wife as sole proprietors in predominantly rural Lincoln County.  In order to be of maximum use to their community, rural professionals of any stripe must be general practitioners and specialists soon learn to broaden their skills, sometimes very quickly. He is now semi-retired and is pleased to be able to serve on this committee for a water utility that so clearly, diligently, and successfully plans for future generations of New Mexicans.
