Amending the Water Authority Rules of Practice of Procedure

The Water Authority Rules of Practice and Procedure contain a rule addressing public comment at Water Authority Board meetings. In response to Water Authority Board members' interest in a more open forum for public comment, Chair De La Cruz is recommending the following rule amendments.
Article 1, Section 5 is amended as follows:
Section 5. ADDRESSING MEETINGS.
A. Persons may be invited by the Authority to address it on a particular agenda item or for the purposes of a general address. The public is welcome to make comments pertaining to issues within the Water Authority's jurisdiction at any regularly scheduled Water Authority Board meeting. General public comment will be accepted at each meeting with a time limit of up to three minutes per speaker. Time limitations on speakers may be adjusted at any time at the discretion of the Chair.
B. Persons desiring to speak before the Water Authority Board on a particular agenda item shall be asked to register with the Staff of the Authority staff prior to the Public Comment portion of the meeting. consideration of the agenda item. Comments must be germane to the particular agenda item. Time limitations on speakers may be established at any time at the discretion of the Chairman.
C. Public comment specific to public hearings and ordinances will be accepted prior to debate at the meeting when the ordinance is being considered, with a time limit of up to three minutes per speaker. Public comment under this section must pertain to the ordinance under consideration. Speakers who address the ordinance during the general public comment period are asked not to speak twice on the same ordinance in the same meeting.
