Approving Appointment of Albuquerque Bernalillo County Water Utility Authority Labor Board Representative

Section 10-2-15 of the Water Authority Labor-Management Relations Ordinance requires the appointment of three representatives to serve on the Labor-Management Relations Board. The Unions appoint the labor representative and the Water Authority governing board appoints the management representative. Subsequently, the two appointed representatives mutually appoint the third member of the Board to serve as the neutral and chair of the Labor Board.
Wayne E. Bingham is recommended to continue to be the Water Authority's management representative on the Labor Board. He has been serving on the Water Authority Labor Board for the past four and one half years, first on an interim basis and then as a formal appointee beginning in 2010. In his service, he has shown that he has the knowledge and temperament to be a valued contributor to the Labor Board's work. Mr. Bingham has been engaged in the practice of law with an emphasis on labor relations for over 30 years and is eminently qualified. He currently serves as the management representative to the Central New Mexico Community College Labor Board and previously served on the Bernalillo County Labor Relations Board from 2003 to 2010, the Rio Rancho Public Schools Labor Board from 2003 to 2010 and the New Mexico Public Employee Labor Relations Board from 2010 to 2013, when his term expired.
