SUMMARY:  
The Albuquerque Bernalillo County Water Utility Authority (Water Authority) issued the subject Request for Proposals (RFP) to solicit responses from qualified vendors to provide aeration basin fine bubble disk diffuser membranes for the Southside Water Reclamation Plant.  The RFP was posted on the SICOMM website and advertised in the local newspapers.
 
Three responses were received and submitted for evaluation.  On August 25, 2014, the Ad Hoc Evaluation Committee reviewed, evaluated, and scored the responses in accordance with the evaluation criteria published in the RFP.  James Cook & Hobson, Inc. (JCH), Environmental Dynamics International (EDI), and SSI Aeration, Inc. (SSI) provided technical and cost proposals. JCH provided the most comprehensive technical proposal with the most competitive pricing.   
 
The Ad Hoc Evaluation Committee included Charles Leder, P.E., ABCWUA Plant Operations Manager; Anthony Montoya, P.E., ABCWUA Chief Engineer CIP; Jeffrey Romanowski, P.E., ABCWUA SWRP Chief Engineer; Victoria Dery, P.E., ABCWUA Principal Engineer CIP; and Jeffrey Romero, ABCWUA SWRP Maintenance Superintendent.  Listed below are the scores of the three respondents.

The committee recommended the award of a contract to JCH, as that company had the highest composite score, is qualified to perform the work, and meets the requirements of the RFP.  
 
FISCAL IMPACT:
The funding is within Decade Plan Line No. 306 Aeration Basin Rehabilitation (JL Key No. 030602) approved in FY14 and contained in the FY/15 budget.
