Approving Purchase of Replacement of Asphalt from Franklins Earthmoving

 

Approval requested for the purchase of asphalt replacement at the Albuquerque Bernalillo County Water Utility Authority (Water Authority) facility located at 7400 Jim McDowell Road from Franklins Earthmoving in the amount of $ $703,271. 67 for labor, equipment and material required to perform the improvements.

 

The asphalt replacement project is necessary due to the deterioration of the existing surface, which is failing under the weight and frequent use of the Soil Amendment’s heavy equipment. The proposed asphalt has been specifically engineered to accommodate the load requirements of this machinery, thereby mitigating the risk of future damage caused by excessive weight.

 

The current condition of the asphalt is contributing to unnecessary wear and tear on equipment, resulting in increased maintenance demands. Replacing the asphalt will help reduce avoidable repair costs while improving operational efficiency. Additionally, the upgraded surface will provide a safer and more effective work environment for staff and customers.

 

The Water Authority intends to procure these construction services pursuant to the authority contained in section 19(a), Existing Government Contracts and Cooperative Procurement, of the Rules Governing Procurement for the Water Authority. Resolution R-18-14 requires board approval for any purchase in an amount exceeding $500,000. Approval of this item shall also serve as delegation of authority for the Executive Director to approve all future amendments to this purchase, if any.

 

FISCAL IMPACT:

The approval of $ $703,271.67 is inclusive of Labor, Equipment and Material. The Water Authority has budgeted funds to cover this agreement.
