Approving the Update to the Water Conservation Plan and the Plan for Customer Demand Reduction During Drought

WHEREAS, the mission of the Water Authority is to provide a resilient, sustainable water supply to the customers in its service area; and
WHEREAS, the Water Authority Board adopted the update to the Water Resources Management Strategy: Water 2120 on September 21, 2016; and
WHEREAS, an updated "Plan for Customer Demand Reduction During Drought" was approved by the Albuquerque Bernalillo County Water Authority (Water Authority) Board as part of the Conservation Plan in March 2018; and
WHEREAS, the former "Plan for Customer Demand Reduction During Drought" has been updated to be consistent and supportive of Water 2120, and renamed "Water Resources Drought Management Plan" (Drought Management Plan); and
WHEREAS, the Drought Management Plan is intended to reduce water use
during a drought consistent with the policies established in Water 2120; and
WHEREAS, Customer Conversations were held over three sessions in November 2022 to solicit customer thoughts and input on drought mitigation measures; and
WHEREAS, the Technical Customer Advisory Committee met on May 5, 2022 February 2, 2023, and April 6, 2023, to discuss and provide input to the update of the Drought Management Plan; and
WHEREAS, the Drought Management Plan provides for establishing four
levels of drought entitled the Drought Advisory, Drought Watch, Drought Warning, and
Drought Emergency; and
WHEREAS, the Drought Management Plan utilizes the US Drought Monitor's Drought Severity Coverage index as a trigger for Drought Advisory; and
WHEREAS, the Drought Management Plan utilizes demand in Gallons Per Capita per Day and Groundwater Pumping in comparison with the Annual Operating Plan as triggers for Drought Watch, Drought Warning, and Drought Emergency; a...
