Approval of Contract with NM Underground Utilities, Inc. as a result of B2026000006 Tijeras RRPS Bid Package 1A

The Albuquerque Bernalillo County Water Utility Authority (Water Authority) issued a Request for Bids (RFB) for Construction to solicit bids from qualified vendors to construct new pipelines and valve vaults for the existing Southside Reuse System to connect to the new Tijeras Reuse Reservoir and Pump Station (RRPS) site located at Mesa Del Sol. This project is the first phase of a larger effort to supply treated reuse water to Mesa Del Sol for irrigation and commercial/industrial use.
The RFB was advertised in the local newspaper and available for download on the Water Authority’s eProcurement website, BidNet. Bids were opened for the above-referenced project on June 16, 2026, at 1:30 p.m. The bids received were reviewed and evaluated by the Water Authority and Jacobs Engineering.
NM Underground Utilities, Inc. was the apparent low bidder for this project. Following the review and evaluation, NM Underground Utilities, Inc.’s bid was deemed responsive. A summary of the bids received is attached. The Water Authority staff requests approval to proceed with award to NM Underground Utilities, Inc.
This approval is intended to delegate signature authority to the Executive Director to enter into an Agreement with the selected contractor, approve any change orders or amendments to the Agreement as necessary to complete the project and to provide the required services for this project based on the results of the RFB, B2026000006.
FISCAL IMPACT:
$4,608,499.00 which amount includes NM GRT.
