Adopting the Drought Management Strategy as the Water Authority's Drought Management Policy

WHEREAS, the Albuquerque metropolitan area experiences periodic drought; and
WHEREAS, a Drought Management Strategy was developed by a Task Force under City Council Resolution R-137 Enactment No. 4-2001 that consisted of a diverse group of interests; and
WHEREAS, the Albuquerque Bernalillo County Water Utility Authority (Water Authority) adopted the Drought Management Strategy on January 1, 2004 under the Memorandum of Understanding with the City of Albuquerque; and
WHEREAS, the Drought Management Strategy calls for updates to the Strategy every five years; and
WHEREAS, the Water Resources Management Strategy adopted in 2007 calls for the Water Authority to adopt and implement drought management measures as necessary to reduce demand in times of drought; and
WHEREAS, enactment of the Drought Management Strategy in 2006 and 2011 allowed the Water Authority to redesign the Strategy with the most effective drought stages and drought response measures; and
WHEREAS, the Drought Management Strategy is intended to preserve water resources and assist in meeting water conservation goals during a drought; and
WHEREAS, under Permit No. 4830 from the Office of the State Engineer requires that the Water Authority reduce overall usage to 175 gallons per capita for native water diversions and 155 gallons per capita per day within twenty years (by 2024); and;
WHEREAS, the Customer Advisory Committee reviewed and recommended approval of the updated Drought Management Strategy.
BE IT RESOLVED BY THE WATER AUTHORITY:
Section 1. The Drought Management Strategy, attached as "Exhibit A", is hereby adopted as the Water Utility Authority's drought management policy.
