Approval of Contract with TLC Co. Inc. as a result of B2025000004 Carnuel Sewage Collection System Project No. 2952.00

The Albuquerque Bernalillo County Water Utility Authority (Water Authority) issued a Request for Bids (RFB) for Construction to solicit bids from qualified vendors to install a new low pressure sewer system in the Carnuel area between NM 333 and I-40. The project will install approximately 14,400 linear feet of new 2” and 3” HDPE pressure sewer lines, 46 single/double cleanouts, 14 CAVs, 55 plug/check valves, and 157 sanitary sewer service lines.
The RFB was advertised in the local newspaper and available for download on the Water Authority’s eProcurement website, BidNet. Bids were opened for the above-referenced project on Thursday, August 22, 2024, at 1:30 p.m. The bids received were reviewed and evaluated by the Water Authority and Smith Engineering.
TLC Co. Inc. was the apparent low bidder for this project. Following the review and evaluation, TLC Co. Inc’s bid was deemed responsive. A summary of the bids received is attached. The Water Authority staff requests approval to proceed with award to TLC Co. Inc.
This approval is intended to delegate signature authority to the Executive Director to enter into an Agreement with the selected contractor, approve any change orders or amendments to the Agreement as necessary to complete the project and to provide restoration services for this project based on the results of the RFB, B2025000004.
FISCAL IMPACT:
$ 4,668,494.94 which amount includes NM GRT.
