Technical Customer Advisory Committee Status Report.

b

Over the past six months, the Technical Customer Advisory Committee (TCAC) has been working on providing input on updating the Water Resources Management Strategy.  Staff provided the TCAC a status report on current the Strategy’s policies and recommendations.  Staff also reviewed the accomplishments and results from implementing the 2007 Strategy to date.  After receiving an overview of the Decision Analysis process, the TCAC provided input on the evaluation categories which includes long term sustainability and resiliency, implementability, timing, quality of life, and environmental protection.  The TCAC conducted a facilitated workshop for the committee to review, discuss, and provide recommendations on the evaluation criteria for ranking supply alternatives.

The TCAC reviewed the demand and supply components of the scenario-based planning process which showed how a gap analysis would be used to in establishing new projects and policies to address the supply gaps.  The TCAC was also presented with the impacts of water level decline over time from the Groundwater Management Policy and the three components of the aquifer: 1) Below Subsidence Threshold - No Pumping; 2) Safety Reserve - Pumping Only in Emergency; and 3) Working Reserve - Pump with Restoration Plan.

The TCAC reviewed and discussed the Water Demand chapter for the updated Strategy.  In February, the committee will be reviewing the Water Supply chapter and the Groundwater Reserve Management Policy.  Over the next several months, the TCAC will be involved in the scenario development by reviewing alternatives and strategies.  There will many opportunities for public involvement in the Strategy before a revised Strategy is reviewed by the committee.
