Authorizing the Albuquerque Bernalillo County Water Utility Authority to Submit an Application for River Stewardship Program Grant for the SWRP Outfall Restoration Project

WHEREAS, the Albuquerque Bernalillo County Water Utility Authority (Water Authority) is seeking River Stewardship Program grant funding assistance for the Southside Water Reclamation Plant (SWRP) Outfall Restoration Project (project); and
WHEREAS, the project will benefit the Water Authority as well as the Albuquerque area by improving water quality in the area surrounding the SWRP treated effluent outfall into the Rio Grande; and
WHEREAS, the project will create new and enhance existing riparian and aquatic habitats along the Rio Grande, above and below the SWRP treated effluent outfall through removal of invasive plant species, floodplain reconnection and the establishment of native riparian species; and
WHEREAS, the project enhances habitat for the Rio Grande Silvery Minnow, an endangered fish species in the Middle Rio Grande; and
WHEREAS, the project aligns with policies within Water 2120, the Water Authority's 100-year water resources management strategy; and
WHEREAS, the project provides increased community access to the Bosque in the South Valley through the development of new trails as well as access for maintenance of the Bosque; and
WHEREAS, the Water Authority desires utilizing River Stewardship Program grant funding to construct the project.
BE IT RESOLVED BY THE WATER AUTHORITY:
Section 1. That an application for River Stewardship Program grant financial assistance for the SWRP Outfall Restoration Project, be submitted to the New Mexico Environment Department.
Section 2. That $0 in Water Authority matching funds will be required for the River Stewardship Program grant.
