Authorizing the Albuquerque Bernalillo County Water Utility Authority to Submit an Application for WaterSmart Grant Financial Assistance for the Solar Electric Facility Project

WHEREAS, the Albuquerque Bernalillo County Water Utility Authority (Water Authority) is seeking WaterSMART grant funding assistance for the Solar Electric Facility Project at the San Juan-Chama Drinking Water Facility (Drinking Water Plant), an 84 MGD surface water treatment facility serving more than 600,000 people; and
WHEREAS, the Solar Electric Facility Project will deliver clean and renewable solar power to the Drinking Water Plant. The project will generate 1.1 megawatt of electricity which is a critical component and significant step in achieving the Water Authority’s long-term objective of reduced reliance on fossil fuels, reduced power costs, and reduced carbon emissions; and
WHEREAS, the Water Authority is requesting funding assistance for the design portion of this project in an amount of $600,000; and
WHEREAS, the Solar Electric Facility Project is consistent with the organization’s desire to provide a sustainable long-term water supply while protecting the environment, conserving resources, and maintaining rate stability for Water Authority customers.
BE IT RESOLVED BY THE WATER AUTHORITY:
Section 1. That an application for WaterSMART grant financial assistance for the Solar Electric Facility Project, be submitted to the Bureau of Reclamation.
Section 2. That approximately $300,000 in Water Authority matching funds be provided with the financial assistance request.
Section 3. That the Executive Director shall have the authority to enter into an agreement associated with the financial assistance.
Section 4. That the Executive Director will work with the Bureau of Reclamation to meet established deadlines for entering into a cooperative agreement.
