The Albuquerque Bernalillo County Water Utility Authority (Water Authority) issued the subject Request for Proposals (RFP) to solicit responses from qualified vendors to provide barricade services.  The RFP was posted on the SICOMM website and advertised in the local newspapers.

Three responses were received and submitted for evaluation.  On July 7, 2015, the Ad Hoc Evaluation Committee reviewed, evaluated, and scored the responses in accordance with the evaluation criteria published in the RFP.

The Ad Hoc Evaluation Committee included:  Patrick Griego, ABCWUA-Field Superintendent; H. Warren, ABCWUA Customer Services Division Manager; Dennis Martinez-Field Superintendent, Victor Sanchez-Field Superintendent, and Karen Hovey-Dispatch Supervisor.  Listed below are the scores for the three respondents.

Offeror                                                                                                                              Total Composite Score

Highway Supply                                                                                                                                                   4,214.7

Advantage Barricade & RoadMarks, LLC                                                               3,239.5

Southwest Safety Services, Inc.                                                                                                         3,144.9

The committee recommended the award of a contract to Highway Supply, as that company had the highest composite score, is qualified to perform the work, and meets the requirements of the RFP.

FISCAL IMPACT:

The funding is within the Field and Customer Services Divisions’ approved FY/15 budgets but will serve any other Water Authority barricading needs.
