Approving Appointment of Albuquerque Bernalillo County Water Utility Authority Labor Board Representative

Section 10-2-15 of the Water Authority Labor-Management Relations Ordinance requires the appointment of three representatives to serve on the Labor-Management Relations Board. The Unions appoint the labor representative and the Water Authority governing board appoints the management representative. Subsequently, the two appointed representatives mutually appoint the third member of the Board to serve as the neutral and chair of the Labor Board.
Felicia Orth is recommended to be the Water Authority’s management representative on the Labor Board. Ms. Orth is an attorney and has over 25 years’ experience in personnel and labor law with the State of New Mexico and Los Alamos County. She recently retired from the State Environment Department as Hearing Officer and began her own practice in Environmental and Personnel and Labor Law. Ms. Orth lives in Los Alamos and in 2014 served on the Los Alamos County Personnel Board until she was appointed to serve as the County’s Labor Board representative which she still does today.
