Authorizing the Water Utility Authority to Submit an Application for Funding to the Water Trust Board for the To'Hajiilee Water Supply Pipeline

WHEREAS, the Albuquerque Bernalillo County Water Utility Authority (Water Authority) is seeking New Mexico Water Trust Board (WTB) funding for the To'Hajiilee Water Supply Pipeline; and
WHEREAS, the Navajo Nation owns rights to San Juan-Chama water that could be provided to To'Hajiilee if a means could be devised to deliver it; and
WHEREAS, the To'Hajiilee Water Supply Pipeline will provide about seven miles in length of pipeline to To'Hajilee from one of the Water Authority's existing storage tanks on Albuquerque's West Side; and
WHEREAS, the To'Hajiilee Water Supply Pipeline will provide safe drinking water to To'Hajiilee; and
WHEREAS, the Indian Health Service Office of Environmental Health and Engineering is aware of the public health threat facing the To'Hajiilee Chapter and is seeking assistance on efforts that would support a robust, reliable water supply, a service which is essential at all times but notably so during the COVID-19 public health crisis; and
WHEREAS, the New Mexico Indian Affairs Department recognizes the chronic public health threats to the residents of To'Hajiilee Navajo Chapter in Bernalillo County resulting from inadequate water supply and supports construction of a project that would provide a more reliable, higher-quality water supply as soon as possible.
WHEREAS, the New Mexico Department of Health supports the pursuit of Water Trust Board funding for construction of this project; and
WHEREAS, the funding request for the To'Hajiilee Water Supply Pipeline will be $4,965,000 from the WTB funding with matching funds coming from To'Hajiilee.
