Approval of the 2022 Collective Bargaining Agreement between Local 3022 of the American Federation of State, County, and Municipal Employees and the Albuquerque Bernalillo County Water Utility Authority

On July 18, 2022, negotiating teams for Local 3022 of the American Federation of State, County, and Municipal Employees (AFSCME), and the Albuquerque Bernalillo County Water Utility Authority (Water Authority) completed negotiations and tentatively agreed to the terms of a multiyear successor Collective Bargaining Agreement (CBA) intended to govern employee relations between the parties during Fiscal Years 2023, 2024, and 2025. On July 20, 2022, a majority of the Union members voted to ratify the negotiated CBA and with this Board’s ratification, the multiyear CBA can be signed by the President of Local 3022 and the Executive Director.

 

In a showing of good faith, the Executive Director agreed in a Memorandum of Understanding (MOU) to implement the first year of the successor CBA on July 30, 2022, pending the Water Authority Governing Board’s consideration of the multiyear successor CBA. The wages pledged in the first year by the Executive Director are within the Water Authority’s approved budget for FY23.

 

FISCAL IMPACT: The CBA provides a 5% wage increase for FY23, a 2% increase for FY24 and a 2% increase for FY25. In addition, each bargaining unit employee covered by this CBA will receive: a $1,000 after taxes lump-sum inflation mitigation payment in FY23; a $750 after taxes lump-sum payment in FY24; and, a $500 lump-sum payment in FY24.
