Approval of Power Purchase Agreement with Nexamp Solar, LLC as a result of P2023000004

The Albuquerque Bernalillo County Water Utility Authority issued the Request for Proposals (RFP) P20232000004, Power Purchase Agreement (PPA) at the Raw Water Pump Station (RWPS), to solicit proposals from qualified vendors for solar services for this project. This was a re-solicitation of a prior RFP that resulted in a recommendation of award which the Board approved under C-22-27; however, the contract was never fully executed.

 

The RFP was posted on BidSync and advertised in the local newspaper. One (1) responsive Offer was submitted for evaluation. The Ad-Hoc Committee reviewed, evaluated, and scored the response in accordance with the evaluation criteria published in the RFP.

 

Based on the recommendation of the Ad-Hoc Committee, the Executive Director recommends the award of a contract to Nexamp Solar, LLC, as this vendor has the highest composite score, is qualified to perform the work, and meet the requirements of the RFP. The highest total composite score possible, without preferences applied, is 1000. All scores listed are the combined average of all Committee members. Listed are all the respondents’ average composite scores. The firm did not apply for small and/or local preferences nor the NM Resident Preference.

Approval of this item will delegate signature authority to the Executive Director to enter into a contract with Nexamp to finance, construct, own, operate and sell electricity to the Authority from a covered parking solar energy facility (SEF) near the San Juan-Chama Raw Water Pump Station (RWPS). Approval of this item shall also serve as delegation of authority for the Executive Director to approve all future amendments to this agreement, if any.

 

 

FISCAL IMPACT:

There is no additional long-term cost to the Water Authority associated with this contract.
